Great little park within a few blocks of apartment. While there are some homeless who hang out here there are also a lot of residents who walk through the park to get from downtown/LoDo to LoHi so I've never felt unsafe. The park has a bridge connecting to LoHi as well as places to sit along the river, a skate park, and a few paths. If you follow the river path south you can get all the way to Cherry Creek and other neighborhoods but I'd only recommend that in the day and if you have a bike.
