This I think is a great place with a fantastic view...it is free to go up there, BUT pre-register on their website. Well worth it.

The best view in London: this restaurant is at the top of a new building known as the walkie talkie. There is an indoor garden, a bar/cafe, and a haute cuisine restaurant. Reserve!
