Two options here-- driving on Donner Lake Road there are a bunch of Piers. Grab one and enjoy.
Donner Lake Public Beach is also a great time. You can rent peddle boats, and other water equipment.

This place is awesome! Highly recommend. We ride our bikes here and put our feet in the water. You can get there early and grab a spot with the grill. It's much nicer than the Donner Lake Public Beach, but you might have to pay a bit more to get in if you drive. Walking and bikes is usually free. Also, you can check out the Historic Visitors center to learn more about the Donner Party.
