I'm pretty sure you've heard of this one...twin peaks has 360° views of the city near Sutro tower.
This is the local San Franciscan's equivalent to Twin Peaks park. Much less touristed but amazing views, not enshrouded in fog, and lots of dogs running around enjoying themselves.
