You should go there in the morning and also in the evening. Beautiful view. You can take the ferry to cross the river to Manhattan.
Just take the 7 train to Vernon Jackson station and keep walking until you see the water.

It is part of the city but it is nice. I recommend you take the tram to get there. It is on 2nd avenue and 59 street corner. You will love it.
